INDRODUCTION

The non-profit corporation Initiating Change in Our Neighborhoods Community Development Corporation ("ICON CDC") is soliciting proposals to prepare a Market and Economic Feasibility Analysis for the Van Nuys Blvd. in Pacoima.

ICON CDC anticipates that the estimated cost to complete this study will not exceed $35,000 and that the study is to be completed within thirty (120) days after contract execution.

Only written proposals, shall be considered. All materials submitted shall become part of the proposal. Questions regarding this proposal request for proposals (RFP) should be directed to:

Qualified consultants are requested to submit a proposal based on the information provided below. Proposals are due by 2:00 P.M., MONDAY, March 28, 2005.

SECTION I

OVERVIEW OF ICON CDC

Initiating Change in Our Neighborhoods Community Development Corporation(ICON CDC) is a 501(c)(3) community-based, not for profit, organization located in Los Angeles, in the community of Pacoima (in the Northeast San Fernando Valley).

ICON CDC facilitates processes by which communities, neighborhoods, households, and individuals empower themselves politically, economically, and socially.

ICON CDC firmly believes that a multi-layered approach is necessary to effectively address the problems pervading communities like the Northeast San Fernando Valley as well as other communities throughout Los Angeles.

Thus, ICON CDC engages in activities that foster economic development and homeownership in these communities by providing bilingual workshops and technical assistance to individuals. Moreover, ICON CDC addresses the problem of low civic participation and political awareness by engaging in ongoing voter registration and citizenship campaigns.

A. SCOPE OF WORK

Consultant shall prepare a Market and Economic Feasibility Analysis for neighborhood serving retail in the Pacoima area, which shall include, but not be limited to, performing the following services:

• Determine market feasibility for Pacoima area neighborhood serving retail and related uses in the vicinity of Van Nuys Boulevard between San Fernando Road and the 5 Freeway (Golden State Freeway). Identify trade area characteristics, market support.

• Provide full service sit-down restaurant; coffee shop/bakery, drug and neighborhood serving retail and related uses; size, location and site analysis; site identification alternatives; consider alternative utilization of existing building space, rehabilitation and/or expansion.

• Provide pro-forma analysis considering equity requirements, private funding availability, other funding sources that may be available, cash flow projections and analysis.

• Identify deal structuring, including alternative financing options, equity participation, and alternative ownership positions.

• Provide, in the case of the utilization of existing building space, rehabilitation and/or expansion, strategy for an existing business user or new business enterprise.

• Develop at least one completed business plan for the most economically feasible project(s) that will produce the most job opportunities for low-income persons.

B. MANAGEMENT PROPOSAL

1. Company Profile

• Brief summary profile of your firm, including principal line of business, the year founded, form or organization (corporation, partnership, sole proprietorship, etc.), number and location of offices, number of employees, licensed engineers, etc., and name, title, telephone number of your firm's representative, fax number, email address.
• Federal Identification Number.
• Current Los Angeles Business Tax Registration Certificate (BTRC) or Vendor Registration Number (VRN), if available.

2. Qualifications and Experience

• Statement of Firm/Individual Services Offered/Capabilities . Provide a succinct narrative on the particular services offered by your firm and your key personnel’s particular capabilities (strengths, business approach, staff levels, technical capabilities, etc.) that would characterize your firm.
• Statement of Relevant Firm Experience . Narratives on relevant firm experience should include specific projects and dates of performance.

3. Key Personnel

• Identify the Principal responsible for performing services for this project, including job title/classification of each. Identify the role of each key personnel and include professional resumes of each.

4. Sub consultants

• A list of sub consultants (if any) including the company name, address, contact person, telephone number and description of services to provided by each company.

5. References.

• At least three (3) references, including contact names, addresses, and telephone numbers, for whom your firm has provided services required under this RFP or similar services. State briefly the specific work performed for each client.

6. Previous Contracts with the City of Los Angeles

• Provide a list of contracts held with the City of Los Angeles within the last ten (10) years.

7. Business Profile Form (Exhibit A)

• Complete Exhibit A for the prime (lead) consultant and for each proposed sub-consultant. (Note: Business Profile Forms shall include information regarding the consultant’s local/regional office that will be performing the proposed contract services).

C. TECHNICAL PROPOSAL

Your Technical proposal shall be prepared in substantially the format shown below:

1 Process. Describe your proposed approach/methodology in addressing the issues identified in the Scope of Work. (Paragraph “A” above)

2 Current Workload. Describe all other work in which your firm is currently involved (including Agency projects) and the estimated dates when these other jobs will be completed. Provide an explanation on whether your proposed team's current workload will impact your ability to meet the Agency's required deadlines.

3. Particular Qualifications. Describe why your firm is particularly qualified to provide services required herein.

D. COST PROPOSAL

The Cost Proposal shall include the following information:

• A not-to-exceed cost for the preparation of the study. This shall include estimated labor hours and costs for labor (i.e., fully burdened hourly rates), and costs for all other related reimbursable expenses.

• Identification of all reimbursable expenses that may be incurred.

E. DEADLINE DATE FOR SUBMISSION OF PROPOSAL

Proposals are due by MONDAY, March 28, 2005, 2:00 p.m. (Pacific Standard Time). Proposals shall be submitted in an original and three copies (TOTAL OF FOUR (5) SETS) to the following address:

F . EQUAL OPPORTUNITY/AFFIRMATIVE ACTION POLICIES

In accordance with the City of Los Angeles’ Policies and Goals for Equal Opportunity and Affirmative Action, any consultant who is awarded a contract will be required to make its best effort to recruit minority business enterprises or women business enterprises for subcontract opportunities created by any contract.

The consultant selected for award of this contract will be required to meet or demonstrate its good faith efforts to meet the City of Los Angeles’ minority business enterprise/women business enterprise and minority/female workforce utilization goals and to explain its plan for compliance with these goals.

G. EVALUATION CRITERIA

ICON CDC will select the consultant for the contract based principally upon the following non-prioritized criteria:

• Qualifications, skills, education, and experience of the consultant’s firm and its personnel that would be assigned to perform the services required in this RFP.

• Proposed prices, fees, and costs, and overall financial feasibility of the proposal.

• Quality of the proposal including thoroughness, logic, completeness, clarity, methodology/approach, appropriate level of detail and overall responsiveness to the Scope of Work.

• Documented past performance in terms of quality of services, product, timeliness, responsiveness and completeness.
