INDRODUCTION

 

The non-profit corporation Initiating Change in Our Neighborhoods Community Development Corporation ("ICON CDC") is soliciting proposals to prepare a Market and Economic Feasibility Analysis for the Van Nuys Blvd. in Pacoima.

 

ICON CDC anticipates that the estimated cost to complete this study will not exceed $35,000 and that the study is to be completed within thirty (120) days after contract execution.

 

Only written proposals, shall be considered. All materials submitted shall become part of the proposal. Questions regarding this proposal request for proposals (RFP) should be directed to:

Qualified consultants are requested to submit a proposal based on the information provided below. Proposals are due by 2:00 P.M., MONDAY, March 28, 2005.

 

 

SECTION I

OVERVIEW OF ICON CDC

 

Initiating Change in Our Neighborhoods Community Development Corporation(ICON CDC) is a 501(c)(3) community-based, not for profit, organization located in Los Angeles, in the community of Pacoima (in the Northeast San Fernando Valley).

 

ICON CDC facilitates processes by which communities, neighborhoods, households, and individuals empower themselves politically, economically, and socially.

ICON CDC firmly believes that a multi-layered approach is necessary to effectively address the problems pervading communities like the Northeast San Fernando Valley as well as other communities throughout Los Angeles.

 

Thus, ICON CDC engages in activities that foster economic development and homeownership in these communities by providing bilingual workshops and technical assistance to individuals. Moreover, ICON CDC addresses the problem of low civic participation and political awareness by engaging in ongoing voter registration and citizenship campaigns.

 

A. SCOPE OF WORK

 

Consultant shall prepare a Market and Economic Feasibility Analysis for neighborhood serving retail in the Pacoima area, which shall include, but not be limited to, performing the following services:

C. TECHNICAL PROPOSAL

 

Your Technical proposal shall be prepared in substantially the format shown below:

 

1 Process. Describe your proposed approach/methodology in addressing the issues identified in the Scope of Work. (Paragraph “A” above)

 

2 Current Workload. Describe all other work in which your firm is currently involved (including Agency projects) and the estimated dates when these other jobs will be completed. Provide an explanation on whether your proposed team's current workload will impact your ability to meet the Agency's required deadlines.

 

3. Particular Qualifications. Describe why your firm is particularly qualified to provide services required herein.

 

D. COST PROPOSAL

 

The Cost Proposal shall include the following information:

 

 

 

E. DEADLINE DATE FOR SUBMISSION OF PROPOSAL

 

Proposals are due by MONDAY, March 28, 2005, 2:00 p.m. (Pacific Standard Time). Proposals shall be submitted in an original and three copies (TOTAL OF FOUR (5) SETS) to the following address:

F . EQUAL OPPORTUNITY/AFFIRMATIVE ACTION POLICIES

 

In accordance with the City of Los Angeles’ Policies and Goals for Equal Opportunity and Affirmative Action, any consultant who is awarded a contract will be required to make its best effort to recruit minority business enterprises or women business enterprises for subcontract opportunities created by any contract.

 

The consultant selected for award of this contract will be required to meet or demonstrate its good faith efforts to meet the City of Los Angeles’ minority business enterprise/women business enterprise and minority/female workforce utilization goals and to explain its plan for compliance with these goals.
